What is a Data Dive?
DataDives are high energy, marathon-style events where mission-driven organizations work alongside teams of volunteer data scientists, developers, and designers to use data to gain insight into their programs, the communities they serve and more. All in 48 hours or less.
-DataKind (www.datakind.org)
Why PH-EITI Deep Data Dive?
Because we want to increase (1) access to our data, (2) understanding about our data, and (3) uses of our data.

Why PH-EITI Deep Data Dive?
Because we want to increase (1) access to our data, (2) understanding about our data, and (3) uses of our data.
How will we go about it?
We will follow the Data Pipeline made by the School of Data. As per experience in previous Deep Data Dive, however, we learned that stakeholders value Analysis Phase more. Moving forward, we have designed our subsequent workshops to have more time and focus on analysis. Each phase will come with an (1) Objective, (2) Case Study, and (3) Tool to help guide participants. Schedule 09:00 to 09:30 Define Phase 09:30 to 10:30 Find Phase 10:30 to 12:00 Analyze Phase 12:00 to 01:00 Lunch 01:00 to 02:30 Present Phase 02:30 to 03:00 Present Outputs, Judging |
Today's Case Study
Your goal today is to provide the local community a picture of the benefits of the mine including locally paid taxes, estimated shares from the national wealth, social and environmental spending and employment generated.
You know that the minerals will run out soon. You need to convince the citizens to make changes in how benefits are allocated. Each group will work on one of the three companies today:

What is the Define Phase?
This is the stage where we
This stage is important in making sure that a data project is relevant and impactful. Data needs to be relevant to your audience. Otherwise, your audience will take the data for granted or ignore it. When you don’t know what data your communities or audience need, you can use a data user template. It’s a simple and handy tool for your communities to fill out. It asks them what issues matter to them and helps them identify the decision-maker or key stakeholder, and the data they need the most. This makes data you want to work on relevant to your audience and their advocacy.
Tool: Data User Template
A good tool under the Define Phase is called the Data User Template.
This is the stage where we
- Frame our entire data project;
- Plan out what we want to do;
- Identify who are we targeting; and
- List down what needs to be done throughout our data project.

Extractive Project/Community:
Advocacy: Sustainable development hosting mining operations Targeted Persona or Decision Maker: Local community leaders and members What Persona Needs to Know: The bigger picture of the benefits they are receiving from the mining operation; There is no forever in mining; and Outcome: Convince persona to ensure benefits are monitored and channeled to projects that contribute to sustainable development Data You Will Need: Local tax collections, shares from national wealth - province, municipality and barangay, SDMP, employment, environmental spending |
What is the Find Phase?
This phase is self-explanatory.
With the help of the Data User Template, we have a better understanding of what we need to get to the outcome we want. There are a suite of tools - online and offline, that can help us find the data we need. At PH-EITI, we have a host of tools to help our stakeholders access the disclosures we make. For this Deep Data Dive, we will demonstrate the uses of EDGE and CORE.

Case Study
To practice using EDGE, extract the following data:
1. Total Excise Tax on Minerals paid in 2017 by companies operating in Region XIII
2. Total Royalty on Mineral Reservation paid in 2014 by companies operating in Region III
3. Total LGU Payments paid by Metallic Companies in 2017

What is the Analyze Phase?
Data will only be data unless analyzed. Data needs to be understood and processed in order for it to become usable information. There are a lot of basic statistical methods and tech tools to help analyze data.
For today's Deep Data Dive Workshop, we will use simple data analyses methods to answer questions related to the outcome we want.

Tool 1: Tableau Public
When you have loads of data to analyse, you can use Tableau Public. It’s a powerful tool but requires some time to learn. It lets you visually analyze data by dragging and dropping variables such as extractives tax payments, production and so on into a dashboard. This tool allows you to manipulate and play with data.

Case Study
- How much did the company paid to government in 2017?
- Get the total of all payments made both to national and local governments (and IP, if applicable)
- How much did the company spend for mandatory social and environmental expenditures in 2017?
- Get the total of SDMP and EPEP spending
- How are total benefits divided between national and local government in 2017?
- Disaggregate benefit stream by national and local and then total
- Compute the estimated shares from national wealth - excise tax and royalty in mineral reservation
- To estimate:
- 40% of excise tax goes to LGU; the 40% is distributed to LGUs - province (20%), municipality (45%), and barangay (35%)
- 36% of royalty in mineral reservation goes to LGU; the 36% is distributed to LGUs - province (20%), municipality (45%), and barangay (35%)
- To estimate:
- How dependent is the municipality from benefits from mining in 2017?
- To estimate
- Get the total benefits that went to the LGU
- Get the operating income of the LGU during the fiscal year
- Divide the total benefits by the total operating income to see the % of operating income coming from mining
- To estimate
What is the Present Phase?
Data should leave a lasting impression. Data can be overwhelming for most people. The Present Phase is where we make our deliver our story.

Case Study: Pitching to our Community
In this session, participants are to come up with a compelling pitch using stories, data visualization, and Canva. Data and analyses gathered in previous sessions will now be put in play.
