02. SET A MAXIMUM LEAD TIME FOR EVERY STAGE OF THE PECR TO ENSURE THAT INVESTMENT OPPORTUNITIES

For the past two PECRs (4 and 5) launched by the agency, the deadlines were pushed back resulting in delays in the evaluation of submitted bids from both foreign and local companies. This may result in loss of interest from a number of investors. While the delays are caused by factors beyond the agency’s control (i.e. provided more assistance to the prospective energy developers, conflicting schedules of the agency’s officials on the initial scheduled launching of PECR 5), we recommend that the DOE set a maximum lead time for every stage of the PECR to ensure that investment opportunities that will pave the way for the exploration of more petroleum areas in the country will not be lost. Petroleum Service Contract No. 76 was recently signed by President Rodrigo Duterte during a special signing ceremony held at the Malacañang on 17 October 2018. SC 76 was awarded to Ratio Petroleum Ltd. (an Israel-based firm), and the first PSC awarded under President Duterte’s administration. Although a contract has been recommended for award to the winning bidder, activities in the area cannot commence until the contract has been signed by the President of the Philippines. Even though the DOE has set a timeframe, it is only up to the recommendation for award of a contract. In line with the award of SC 76, in spite of the close coordination by the DOE with the office of the President, it took several months to sign the contract.
