​Bayaminahan: PH-EITI embeds extractives transparency in local governance
PH-EITI is empowering local governments and communities to better manage revenues from extractives
by institutionalizing data transparency at the sub-national level.
PH-EITI was running the fourth leg of its roadshow when it launched on 27 July 2018 in the Municipality
of Maco in Compostela Valley the Bayaminahan Transparency Board, a community bulletin that shows
major economic, and social and environmental data related to mining operations within an LGU. The
Bayaminahan board is aimed at informing the public, especially communities impacted by mining, of the
revenues and benefits derived from the extraction of mineral, and oil and gas resources. Data featured
include, among others, LGU share from national wealth, and funds allocated by mining contractors for
their Environmental Protection and Enhancement Programs (EPEP) and Social Development and
Management Programs (SDMP). PH-EITI hopes that the installation of Bayaminahan boards in LGUs
would engage more stakeholders in the EITI process, and enable them to monitor utilization of said
funds.

The Bayaminahan board is a novelty that was introduced as component of the PH-EITI Roadshow 2018,
the fourth in a series of annual LGU outreach that started in 2015. Roadshow 2018, with the theme,
“Moving Beyond Transparency: Integrating Extractives Disclosure and Dialogue in Local Development”,
was aimed primarily at communicating the key findings of the Fourth PH-EITI Country Report. It was
likewise designed to provide updates on government actions on PH-EITI recommendations, introduce
innovative tools for mainstreaming extractives transparency, and serve as a multi-stakeholder platform to
discuss issues in the extractives and natural resource governance.

Roadshow 2018, which ran from July to August, covered large-scale extractive operations in seven
regional clusters: Manila and Southern Tagalog (Manila); Central Luzon (Clark, Pampanga); Visayas (Cebu
City); Northern, Southern, and Western Mindanao (Davao City); Caraga (Surigao City); Bicol (Masbate
City); and Northern Luzon (Baguio City). Of the seven clusters, three had mine/community and LGU visits,
where Bayaminahan boards were turned over. These were Maco, Compostela Valley (Apex Mining Co.,
Inc.); Tubay, Agusan del Norte (Agata Mining Ventures, Inc., and SR Metals, Inc.); and Aroroy, Masbate
(Filminera Resources Corporation).
